What is the London Plan?  

Strategic planning in London is the shared responsibility of the Mayor of London, 32 London boroughs and the Corporation of the City of London.  Under the legislation establishing the Greater London Authority (GLA), the Mayor has to produce a spatial development strategy (SDS) – which has become known as ‘the London Plan’ – and to keep it under review.

What is Chapter Five?

Chapter Five of the London Plan is most relevant to the construction industry and sets out a range of policies focusing on tackling climate change, which includes requirements for sustainable developments within the Greater London area.

The purpose of an energy assessment is to demonstrate that climate change mitigation measures are integral to the scheme’s design and evolution, and that they are appropriate to the context of the development.

Currently, London requires all major developments to exceed building regulations in emission targets by 35%. As of the 1st October in addition to the 35% improvement major residential developments will need to be ‘Zero Carbon’ through a cash in lieu contribution and demonstrate the cooling hierarchy has been applied.

The 3 stage hierarchy outlined in the London Plan are:

Be Lean: Use less energy - We will look at reducing your development’s energy demand and CO with sustainable design and construction principles. Calculations will be completed demonstrating the buildings emissions and energy demand.

Be Clean: Supply energy efficiently - We will ensure the design of the building services are adjusted to use energy more efficiently and will consider incorporating low-carbon technologies to further reduce CO emissions. We will use the London Heat Map and local core strategies to identify locations where district or community heating is appropriate to the development and will incorporate these as required. For some councils it is mandatory a connection to a community heating is made available on site for future-proofing. Further calculations will be completed demonstrating the buildings emissions and energy demand.

Be Green: Using on-site renewable energy - Finally we will investigate the technical viability and feasibility of on-site renewable technologies as a final solution to meet the policy targets. A final set of calculations will be completed demonstrating the proposed buildings estimated emissions.

Local Borough Policy

  • We will investigate the local borough core strategies and identify any other policies the development must adhere to.
  • The energy statement will integrate the relevant local policies into the reports. These can include; a minimum % of on-site energy generation, landscaping, use of materials, access and transport, cycle storage, waste and recycling, water consumption, bio-diversity, air quality, flood risk and green roofs.
